Judge Thomas R. Mulroy, Ret.

Thomas R. Mulroy is a full-time mediator and arbitrator handling complex commercial mediations and arbitrations. Mulroy has a depth of legal experience gained from his years as a federal prosecutor, trial lawyer and judge and he uses it to help parties resolve disputes. Judge Mulroy was a judge for fifteen years in the Law and Chancery Divisions of the Circuit Court and heard and mediated cases concerning every type of commercial, contract, construction, employment, business divorce, professional malpractice, securities, and real estate cases imaginable.

Judge Mulroy was the Supervising Judge of the Law Division’s Mandatory Arbitration Program, and he was the author of the Program’s rules.

Prior to his judicial career, Judge Mulroy practiced law for thirty-five years as a trial lawyer throughout the United States. He was a partner at Jenner & Block and McGuireWoods. At Jenner he served as a Finance Committee Chair, Product Liability & Negligence Defense Group Chair, Intellectual Property Group Chair. At McGuireWoods he was the Chair of the firm’s Chicago litigation section. He is a Fellow in the American College of Trial Lawyers, has written and lectured on trial tactics, evidence, arbitration, and has taught trial practice at Northwestern, DePaul and Loyola Law Schools.

Judge Mulroy created the Chicago Bar Association’s Intensive Negotiation and Mediation Training Program, completed Harvard University Program on Negotiation and frequently lectures on mediation and negotiation.

Judge Mulroy uses his depth of legal experience and broad perspective to mediate difficult disputes. He knows litigation can be very personal and stressful and therefore, is meticulous about learning the details of each case. Mulroy gives the participants confidence that he understands their positions. Judge Mulroy is a student of mediation and knows that it takes real energy and effort to resolve a case, so his mediations are creative, unrushed, and attentive to the parties’ interests.
